We normally just call it a "cover letter".
Or maybe this reference is distinct from British English...? -

This is a reply to Afreeqiya's query. The term used by Ehab and Mohamed is perfectly correct. You can say either "cover letter" or "covering letter". Here are two examples from the BBC's online archives:
(1) When you write your covering letter to accompany your CV, I advise you to do your research. (26.2.2009)
(2) You spend several hours filling in the form, add a cover letter and post back, and you hear nothing! (7.7.2006) -
