Intermediate - Noisy neighbours

This is the third podcast in which the word “nadhaam” (ﻨﻈﺎﻢ) has been used. In the “Astronomy Lesson” it denotes the solar system; in “Scout Member” it is some kind of organization responsible for maintaining discipline at a school; and in “Noisy Neighbours” it apparently denotes the house rules which have been infringed by some noisy young people.

If we consult the Lessan dictionary we find that the noun in question has an exceptionally wide range of meanings, including “system”, “hierarchy”, “classification”, “organization”, “norm”, “regulation”, “rule”, “discipline” and “tradition”. Unfortunately, the term “house rules” has not been recorded in this reference work. Nor has its German equivalent (“Hausordnung”).

Since two-word terms like “house rules” are often overlooked by lexicographers, I’ll quote an example from the website of the North Somerset Council: “We recommend landlords prepare a set of house rules for tenants before they enter a property.”

So, does Be9araa7ah mean "honestly" or something like that?
