We don't use 7arakaat in the transcript because this is the reality of Arabic texts in newspapers or in books. We are trying to be realistic as much as possible in teaching Arabic.
The word "صفحة" in this lesson is simplified to make it easy to beginners, if I want to make it more classical I would have used "ال" in the beginning and add kasra (as you said) in the end, like (الصفحةِ). -

I thought Saad was a sun letter. Why is the ل pronounced in الصفحة?

A student is often asked to 'Turn the page' by the teacher, and as you embark on your journey of learning Arabic, you will need to know how this common phrase is said in Arabic. This dialogue will provide you with a conversation of one person asking another to do just that ('Turn the page'). So don't get stuck if your Arabic teacher tells you 'Iqlib al-9af7ah' and be ready to do exactly as they ask!
